About 20 community leaders gathered for an emotional discussion about the topic last Wednesday night.
They were brought together by Lakes Hub coordinator Faith Coleman, whose organisation's funding will run out on July 1, the same day water license holders will have their allocations slashed.
"The community is under a lot of stress," she said.
"People are stuck in 'this is what happened (during the last drought) and this is what's going to happen next time, we won't get any support'."
